Main idea was to give players random challenges they could complete for some reward: "mine X iron", "collect Y potatos". In a way, like tavern quests but more of the collect/grind type, leaving more complex and possibly lore related quests for the tavern. What could be done as well would be to have the town hall come with an npc with these sort of jobs.

Basically what you linked but better. Ties into plugins like mythic mobs so an achievement could be "Kill a Reaper" and you can give custom items as rewards instead of just money.
Yeah that looks fine.
But what I think is relevant to discuss here is how you'd implement it. Could be something that's available to everyone everywhere like a normal achievement, could be a building like the tavern, could be a tavern tier, which was what we originally intended to do, or more simply, it could come with the town hall and instantly bring something to a town, with no need to get an extra building for it.
